The UK Government have given all Foreign registered vehicles Diplomatic rights. Foreign Nationals are being allowed to park wherever they want in the UK in the knowledge that local authorities will write off any parking tickets that should be issued to them.
The situation is set to become worse as every Foreign vehicle arriving at a UK port is, de facto, given a pass to park anywhere free of charge.
On Monday 1 December it came to my attention that Scarborough Borough Council (SBC) write off Parking Tickets/Penalty Charge Notices (PCN) that should be issued to Foreign Nationals. Under the Freedom of Information Act I requested full details for each of the past six years:
- For all Penalty Charge Notices (PCN) which have the status “Case Cancelled – Foreign, stolen or abandon vehicle”.
- For all Penalty Charge Notices (PCN) which have the status “Case Cancelled – Foreign, stolen or abandon vehicle” which are “Foreign”.
The numbers below were supplied to me the same day:
Of the 746 vehicles 658 are those of Foreign origin. 88% of the total. By listing “Foreign” in with “stolen and abandon vehicles” I believe SBC have deliberately tried to cover up the enormity of the scandal.
Foreign law breakers are condoned whereas British Nationals are fined and pursued, we have become second class citizens in our own country.
Although the SBC area has a small percentage of Foreign Nationals I will use the SBC area as typical to consider the national picture.
There are 326 billing authorities in England times this by 658 and we have 214,508 PCNs written off across England. Or times by 150 per annum and we have 48,900 PCNs written off across England every year.
As SBC only pursue PCNs against British citizens they are in breach of the Equality Act 2010. Until such time as SBC issue PCNs against none British citizens it is unlawful to pursue PCNs against British citizens. In addition all PCNs which SBC have pursued against British citizens over the past six years must now be reimbursed.

As SBC only pursue PCNs against British citizens I would like to register a Corporate Complaint as SBC are in breach of the Equality Act 2010 by discriminating against the British, an ethnic group.
