Under the Freedom of Information Act I asked East Riding of Yorkshire Council (ERYC):
“Under the FOI Act could I request information with regards how many PCNs (Penalty Charge Notices/Parking Tickets) have been issued to none Taxis parking in the Taxi bays for each of the last six years.
In addition could I request to be informed how much has been raised for each of the last six years from these PCNs.”
As this is only two parking bays the response I received surprised me:
“East Riding of Yorkshire Council became responsible for Civil Parking Enforcement from November 2011 and the requested information is not available prior to that. Information is available from November 2011 to the end of April 2015.
The number of Penalty Charge Notices (PCNs) issued for parking contraventions in taxi ranks together with the value of those PCNs paid is detailed in the table below.”
|Calendar years||Nov – Dec 2011||2012||2013||2014||Jan – April 2015|
|Number of PCNs issued||25||67||92||62||34|
|Value of PCNs paid||£560||£2,205||£4,305||£2,765||£1,085|
In three and a half years ERYC have made £10,920 from issuing fines for two parking bays.
To Be Considered
- I believe Pocklington only has a traffic warden two days a week. How much would they have raised if the traffic warden was full-time?
- ERYC reduced the width from 2m in 2013 – this has made it impossible for motorists to park in the bay.
- The taxi rank has not been used for years.
- There are questions as to the legality of the road signs (this is currently the subject of a complaints procedure).
ERYC clearly have no intention to remove a taxi rank that is not required or make the parking bays 2m wide so that motorists can park lawfully as the current situation raises considerable finance for ERYC.

Could I please refer you to https://andystrangeway.wordpress.com/2015/05/21/pocklington-parking-ticket-shame/
This is a disgraceful situation. I request that ERYC take immediate action to remove the taxi rank that is not required and widen the parking bays to 2m wide which is required.
